Cloud computing should not affect IT jobs that much. If all goes as planned then all the apps and storage will be somewhere on a centralized or distributed group of servers (wait, didn't we do this already in the 80's with mainframes?). But computers will still be computers and they'll still have operating systems and they will still need to be connected to a network. Perhaps there will be less software conflicts because less apps need to be installed on the computers. WAN links may need to be beefed up to handle the bigger need (to get to the cloud). But overall the IT job should stay about the same.

To get a decent paying non-IT office job you should look into accounting, legal or management.

It doesn't affect much. Most of the issues are still present - end users still need to resolve software issues and configure platforms, and while they don't need to worry about hardware they have to look after and actively manage the link to the cloud. Cloud services are usually sold on flexibility and reduction of hardware costs, not saving in terms of manpower. When you factor in the staff looking after the cloud infrastructure at the service provider if anything overall staffing levels may slightly increase.

As for high paying office jobs, there aren't really any except high level secretarial and PA positions. An office job is not simply one where you are working office - it implies a specifically business support function (principally admin) as well. You wouldn't call an architect or a family doctor office workers, even though that is precisely where they work.
